Calling all experienced monitoring and evaluation consultants!

We are seeking an external evaluator to oversee our new “Bringing Preventative Care to Older Adults” health program serving communities in Kisumu, Siaya and Homa Bay counties.

Funded by USAID, this innovative 2-year initiative will deliver healthcare education to over 4,500 vulnerable elders through community-based and home visit models. 

 

We are now accepting expressions of interest for an evaluator to establish robust M&E systems, collect quantitative and qualitative data, analyze results and ensure transparency of our implementation and impact.

The ideal candidate/firm will have:

  • At least 3 years experience evaluating public health or community development programs
  • Expertise in both quantitative and qualitative data collection and analysis
  • Ability to engage with project staff and generate insightful reports
  • Team capacity and budget to fulfill 2-year evaluation scope

Position 1 of 6 – Programs Manager

We seek a dynamic Project Manager to lead implementation of its new “Bringing Preventative Care to Older Adults” program. The ideal candidate will have 5+ years of management experience directing community health or rural development initiatives. In this critical role, the Programs Manager will be responsible for overall program delivery, coordination of field teams, monitoring and evaluation, stakeholder engagement, and financial management of this two-year pilot USAID-funded grant. Strong leadership skills, technological proficiency, and experience achieving health outcomes are essential. The ideal Programs Manager will be solutions-oriented, detail-oriented, and able to thrive in a fast-paced environment while mentor guiding a small team. Community partnership development experience and fluency in English and Swahili preferred.

Key Responsibilities

·         Lead and coordinate all day-to-day program implementation activities

·         Directly supervise and mentor project staff, including Project Coordinators, County Managers, External specialists involved in implementation, Consultants/Partners

·         Manage project work plans, budgets, and ensure targets are achieved on time and within budget

We are seeking an organized and experienced Communications & Executive Officer to support the Executive department and oversee both internal and external communications functions.

In this dynamic role, the ideal candidate will have a minimum of 3-5 years of experience managing communications and providing executive level administrative support. They will utilize strong written and interpersonal skills to handle a wide range of administrative and communications tasks. This includes writing and distributing external materials like newsletters, website content, social media and annual reports, as well as maintaining the calendar and correspondence.

Excellent organizational abilities are required to successfully manage competing priorities and ensure smooth operations. Experience with website content management systems, graphic design software and CRM databases is essential. Community relations work or familiarity with the nonprofit sector is preferred.

This is a fantastic opportunity for a solution-oriented multi-tasker to utilize their skills in a fast-paced, team-oriented environment while supporting the mission of Hope to Live Charity Organization. Primary location will be in our busy Kisumu office.

Key Responsibilities:

·         Provide day-to-day administrative and logistical support to the Executive including managing calendar, scheduling meetings, arranging travel, and handling expense reports.

·         Manage CEO’s correspondence through email, written correspondence, and verbal communication. Screen calls and handle sensitive information appropriately.

·         Oversee production of the organization’s external newsletter and ensure timely dissemination.

Position 3 of 6 – Development Manager

Job title: Development Manager

Department:  Fundraising

Reports to: CEO

Direct reports: Grant assistants.

Location:  Kisumu HQ

 

The Development Manager will play a key role in resource mobilization for Hope to Live. They will lead the organization’s fundraising efforts by developing and implementing strategic development plans. This includes identifying prospective individual, foundation and corporate donors. The Development Manager will also manage special events and campaigns to engage both existing and new donor relationships. Excellent communication and interpersonal skills are required to cultivate strong partnerships with stakeholders. In addition, they will oversee grant proposals and reporting to ensure compliance with other donor and USAID requirements. With 5+ years of experience in nonprofit fundraising, event planning and stakeholder engagement, the Development Manager will help diversify funding sources and maximize revenue generation.

Roles and Responsibilities

·         Develop and execute comprehensive fundraising strategies, plans and budgets.

·         Identify prospective individual, foundation, corporate and government donors.

·         Manage and grow a portfolio of individual donors through excellent stewardship.

·         Apply for government, foundation, and corporate grants proactively.

·         Plan and implement special events like galas, walks, luncheons and conferences.

·         Oversee sponsorship, third party fundraising and work with community partners.

·         Cultivate new donor relationships and expand stakeholder engagement networks.

Positions 4&5 of 6 – County Managers (Siaya and Homa-Bay Counties)

Job title: County Manager

Department:  Operations Department

Reports to: Programs Manager

Direct reports: Local CDCs, local volunteers, local project assistants , Administrative Assistant

Location: Siaya or Homa-Bay

 

The County Managers will oversee Hope to Live’s programs and operations in Siaya and Homa Bay Counties respectively. Based in the field with frequent travel within their designated counties, the Managers will support project implementation, stakeholder coordination, and M&E. They will liaise closely with local government partners and communities to ensure initiative alignment with county priorities. Excellent community relations, collaboration, and cultural understanding is required to engage beneficiaries effectively. Reporting to the HR & Operations Manager, the County Managers will submit regular updates and resolve any issues that may affect program quality or outcomes. With strong leadership skills and 3+ years of rural development experience, the ideal candidates will help maximize project success at the local level.

 

Roles and Responsibilities

·         Oversee the planning, implementation and monitoring of projects/programs in their assigned county

·         Coordinate the work of field staff, including community officers, M&E officers, etc. Provide coaching and supervision.

·         Ensure timely and quality implementation of planned activities according to project goals, budgets and timelines.

·         Manage stakeholder relationships and partnerships at the local level, including with community groups and county government.

·         Collect and analyze field data, identify challenges, and recommend solutions to improve program outcomes.

·         Draft regular reports on progress, results, financials and any emerging issues/risks for submission to management.

·         Represent the organization at local partnership meetings, events and forums as needed.

·         Build the capacity of local teams, communities and partners through training and mentorship.

·         Oversee local admin, finance, and procurement.

·         Scout for new project opportunities and needs in the county to support expansion.

·         Foster an effective working culture that motivates teams and upholds the organization’s values.

Minimum Requirements

Position 6 of 6 – Driver

Job title: Driver

Department:  Administrative Department

Reports to: Director, Admin and Operations

Location: Kisumu HQ

 

The Driver will be responsible for safely transporting staff, volunteers and program participants to various project sites and meetings within the assigned county. With a customer-oriented approach, the Driver will maintain the organization’s vehicles and ensure they are always roadworthy. Excellent route planning and navigation skills are essential given the rural terrain. The suitable candidate must have at least 5 years of experience driving 4×4 vehicles, hold a valid driver’s license, and be proficient in basic automotive maintenance. Reliability is a must as the Driver may be required to make early starts and late returns to accommodate community and stakeholder schedules.

 

Roles and Responsibilities

·         Safely transport staff, volunteers, and program participants to all designated locations within the assigned county using organization vehicles.

·         Maintain daily vehicle checklists and perform basic maintenance and repairs like oil changes, tire checks etc. to ensure roadworthiness.

·         Log all kilometers, fuel usage and other journey details accurately for reporting.

·         Address any vehicle issues promptly and coordinate service/repairs as needed with management approval.

·         Keep vehicles clean both inside and out and store them securely when not in use.

·         Assist with loading and unloading of cargo/equipment as required.

·         Practice prudent driving behaviors and abide by all traffic laws to minimize risks.

·         Maintain open communication with passengers regarding estimated times of arrival.

·         Perform additional duties as assigned such as pickup and deliveries.

·         Uphold the highest standards of customer service, safety and responsibility.

 

 Minimum Requirements

·         Valid driver’s license with at least 5 years of professional driving experience

·         Experience driving 4WD/SUV vehicles on varied terrains including dirt roads

·         Strong knowledge of local roads, maps and ability to navigate rural areas

·         High school education minimum

·         Excellent driving record with no pending traffic violations

·         Ability to perform routine vehicle maintenance tasks

·         Proficiency in English and local languages spoken in project area

·         Experience transporting personnel and equipment for work projects

·         Physically fit to occasionally help with light lifting/loading of cargo

·         Reliable with a responsible work attitude

·         Basic computer/logging skills to maintain trip records

·         Valid certificate of good conduct

·         Willingness to occasionally work extended/overnight hours as needed

·         Meet all legal requirements to operate project vehicles

·         First aid training or willingness to obtain it preferred

·         Provide valid motor vehicle records/background check

 

·         Willingness to work remotely and travel regularly within the project zone

Climate change and the elderly persons

World Health Organization estimates that there are over 1 billion elderly persons in the world. In Kenya alone, there are 2.6 million elderly persons as noted in Kenya Population and Housing Census projection for the year 2020. The National Policy on Older Persons and Ageing 2014 reports that there are a lot of elderly persons in the rural areas as compared to urban areas. This demographic shift has been caused by rapid urbanization, shifting attitudes within communities and population movements. It has seen many young people move to urban areas in search of employment opportunities, leaving the elderly persons in rural areas, forcing them to practice agriculture to sustain themselves.

 

Through our community needs assessment conducted across Nyakach Constituency, Kisumu County, at least 400 households headed by vulnerable elderly persons practiced small scale farming which was not thriving due to extreme hot weather conditions in the area. These households have no reliable support to sustain their livelihood other than practice small scale farming. 

 

With most of rural households depending on agriculture, climate change has had broader impacts on the agricultural sector as it has led to loss of rural livelihood income and food insecurity.

Climate change has proven uncertainty about long term availability of water in some regions to facilitate agriculture, leading to extremely low productivity.

 

The population at greater risks are vulnerable elderly persons with livelihoods exposed to small scale farming. Although article 69, section 1 (d) of the 2010 Kenyan constitution encourages public participation in the management, protection and conservation of the environment, these groups of households have very limited capacity to respond to environment conservation and climate change, because they lack proper awareness, or materials to combat the climate change.

 

Gender and social differences have also discriminated their access to adaptation options and information on environment and climate data. It is therefore evident that there is a wide effect of climate change on these vulnerable individuals. As these households depend on agriculture to improve their livelihood, they become vulnerable and unable to fend for themselves in terms of essential needs. This has led to malnutrition, poor health, low income and among other effects. Check out the problem tree

 

The challenge is intensified by agriculture’s vulnerability to climate change. The climate change has brought a lot of negative impacts and the results are already felt through weather variability and rising temperatures which has greatly reduced crop yields and nutritional quality.

Our Response

We seek to fight climate change as we improve livelihood among the vulnerable households headed by elderly persons. Our community development program introduces integrated approach to managing cropland and livestock. The interventions includes introduction of drought tolerance maize and other crops, soil management and crop rotation.

 

We focus on capacity building and training of farmers from these vulnerable households on climate change and ways they can practice agriculture in a condition that is environmentally friendly.

 

We seek to create agricultural training sites per ward where we build greenhouses and conduct agricultural trainings on the site. Our projection in the next 10 years is to train 4,500 farmers from the communities in Vihiga, Siaya, Kisumu, Homa-Bay and Migori, and 500 framers who will conduct trainings on the sites we will set in the 5 counties. We expect to have farmers from other regions to visit the sites, to expand sustainable agricultural knowledge in some areas other than the five counties.

 

The training sites will include trainings on setting up vertical gardens, climate change impacts on agriculture, food security and food systems and climate change adaptation as well as advocacy and water catchment ideas. We also teach them ways of diversifying crop rotations, improving soil quality and ways of integrating livestock with crop production.

 

The training site will be provided by the community, and will be managed by the community, who will charge non-target groups for the training services to generate finance for running the site when the organization withdraws its full support. 

 

We also respond through enforcing environmental rights as per the article 70 of the Kenyan Constitution and ensure general community participation in curbing climate change. Through articles 59 and 69 we advocate for social differences that discriminates access to adaptation options and information on environment and climate data, ensuring sustainable exploitation, utilization, management and conservation of the environment and natural resources for the benefit of the elderly persons and the whole community. We ensure enforcement of the rights of elderlies in article 57 (a) and (d).

 

We shall engage the community and other stakeholders in advancing the above policies. Engaging with stakeholders like area chief, MCA, County government, private sectors, National Environmental Management Authority – NEMA, social protection, environmental and agricultural departments will easily and successfully aid us push for policies adaptation. We implement these policies from local level all the way to regional and national level as we scale up. This program is meant to build resilience in agricultural system through introduction of crops that are environmental tolerance in the areas hard hit by climate change

 

We have in place potential partnership with organizations, philanthropic individuals, private companies, and consultancy firms at our disposal to complement effective program implementation in our areas of activities.

The partners include Agricultural Experts, Data Analyst, Agronomists, Environmental Impact Assessment Experts, Communication Experts, Environmental Policy Analysis, Natural Resource Management Expert, Geospatial Engineer, Community Landscaper, and Water Expert whom we collaborate with to develop best practice for this program.
